Veteran cop and police commissioner Jack Mannion (Craig T. Nelson) is brought on to clean up the police force of crime-ridden Washington, D.C. With his detectives and allies, Mannion fights crime on the streets as well as internal corruption and the powers of Congress in order to bring integrity to the department.
